Planning Commission approves Kalantari minor subdivision on South Mesa

The Rockville Planning Commission on Oct. 14 approved a minor subdivision to create a 20-acre parcel on the South Mesa, parcel R-1305-A-1, submitted by purchaser Willie Holdman.

The approval followed a brief presentation by Holdman and questions from commissioners about a road that crosses the parcel, access easements, whether every lot is buildable and adjacent parcels. Holdman said he negotiated a purchase with the property owners (the Kelloggs and a Mr. Terry) and that although the map shows Bridge Road crossing the parcel, he understands existing easements provide public access and he will not block the road. He also said he is not currently planning to develop buildings and intends to use the land for day use and photography.

Commissioner Jane Brennan moved to approve the application, finding it complete and in compliance with Rockville Land Use Code Chapter 7 and the Rockville General Plan; a second was offered and the motion passed on a unanimous roll call vote. The commission’s motion language noted the division results in a 20-acre parcel in a 20-acre open-space zone and that the application does not conflict with the land use code.

Commissioners asked practical questions about a smaller interior parcel that would become a “keyhole lot” if not purchased, the location of an existing house identified on the map as belonging to the Dalton property and whether businesses are allowed (the commission reiterated that the town does not permit commercial uses in that zone). Holdman said he is not buying the adjacent Dalton-Glade parcel at this time and that he understands the zoning limits.
