Adams County staff presented a quarterly update and a proposed regional collaboration framework at a study session on 2025-10-15, outlining next steps for multiple regionally significant projects — a youth regional assessment center (YRAC), a Family Justice Center (FJC), a behavioral health facility, and shared animal-shelter operations — and asking municipal partners to formalize commitments.

Daniela (county staff) said YRAC had completed site selection, was negotiating lease terms, and had received a financial commitment from Signal Behavioral Health.
