County presents regional projects update and proposes formal intergovernmental framework; YRAC, Family Justice Center, behavioral health and shelter funding on

Adams County staff presented a quarterly update and a proposed regional collaboration framework at a study session on 2025-10-15, outlining next steps for multiple regionally significant projects — a youth regional assessment center (YRAC), a Family Justice Center (FJC), a behavioral health facility, and shared animal-shelter operations — and asking municipal partners to formalize commitments.

Daniela (county staff) said YRAC had completed site selection, was negotiating lease terms, and had received a financial commitment from Signal Behavioral Health. Staff reported that YRAC partners are exploring distributed service models so services could begin before a permanent building is ready; staff said partners hope to launch services “by the end of the year.” Daniela also said multiple jurisdictions have maintained budget commitments for YRAC and that discussions continue about which jurisdiction, if any, will serve as fiscal agent.

On the Family Justice Center, staff reported ongoing design discussions about interior space and stakeholder input; the steering committee will review a proposed interior design and then the county will address funding and staffing for a midyear 2026 occupancy if the committee endorses moving forward. Broomfield’s attorney recently signaled that Broomfield may opt out of the FJC partnership, and commissioners asked staff to model how such an opt-out would affect county costs and the project’s sustainability.

The county’s behavioral health facility planned for Commerce City remains on track for local approvals in 2026, staff said; the timeline to secure a conditional-use permit (CUP) was estimated at roughly six months and Signal Behavioral Health has committed start-up and initial operational assistance. Commissioners pressed staff for a longer-term sustainability plan beyond start-up funding and were told proportional share payments from participating cities remain the proposed path.

Staff also briefed the board on the animal shelter’s 2024 operating expenses (about $5 million) and current IGA revenue (about $371,000). Staff said the county will maintain existing intergovernmental agreements for 2026 and continue discussions about moving toward higher cost-recovery targets in future budget cycles; one option discussed was increasing IGA contributions to cover a larger share of operating costs (staff noted a target nearer 20% rather than current levels).

The health department flagged changes tied to HR1 that will affect SNAP benefits and other safety-net programs; staff noted some households may receive roughly $94 less in benefits in affected months and that the county is coordinating regional messaging and support. Commissioners urged staff to provide concrete, city-by-city budget impacts and to convene early to align priorities before municipal budget retreats.

To improve coordination, staff proposed a three-tier engagement model: existing technical/staff working groups to develop project details, an executive-level regional working group of city and county managers to align priorities and resolve cross-jurisdictional tradeoffs, and an elected-officials forum to set vision and authorize commitments. Commissioners asked staff to convene an initial, focused meeting of city managers this November and to plan a larger regional summit in January 2026 (after municipal elections) so newly seated councils could be briefed early in the budget-planning cycle.
