San Miguel County commissioners on Oct. 15 approved a policy waiver to permit the county treasurer to hire a specific candidate as deputy treasurer despite a personal relationship referenced in county personnel policy 1.03 (personal relationships in the workplace). The waiver follows review and a conflict-mitigation plan drafted by the treasurer and county HR.
Rebecca (Treasurer) explained that she considered candidate qualifications and that Human Resources and county counsel had reviewed the mitigation measures, which include reassigning supervisory duties, removing the treasurer from any direct evaluation of the candidate, and additional HR oversight and auditing steps to prevent conflicts of interest.
Commissioner comments expressed confidence in the HR review and asked the treasurer to ensure the mitigation plan is strictly followed and monitored. The board approved the waiver 3-0 and authorized the hire.
