Englewood staff preview Oct. 20 council agenda including climate resiliency, repaving and several grants

City Manager Sean Lewis told officials at the Oct. 15 Englewood mayor–manager meeting that the Oct. 20 City Council agenda will include a community climate resiliency framework, an arts programming tool, a Union Avenue repaving contract and a motion to accept a quitclaim deed to abandon railroad right-of-way through Broken T Golf Course.

Lewis also listed grant and contract items staff will bring to council, including an application for a jurisdictional subaward grant, and a recommended contract award to Lighthouse Transportation Group in the amount of $298,950. He said staff will seek council approval of an annual workers’ compensation premium, the 2026 Englewood Downtown Development Authority budget, and a three‑year intergovernmental agreement between the city and the Small Business Development Center (SBDC).

Several code and budget ordinances are on the October and November calendars. Lewis named a city bill updating the Englewood storm drainage criteria manual and city code section 12‑5‑9 (CB 55) and 2026 budget ordinances (CB 56). Items listed for second reading or separate appropriation include a South Platte Renewal appropriation and the City of Englewood mill levies and overall city budget.

Staff also previewed items scheduled for later meetings. The Nov. 3 packet is expected to include the September 2025 general fund monthly financial report, a contract amendment for the Old Hamney utilities improvements project and a set of consent items that include a victims‑of‑crime (VOCA) grant award of $40,873 and a municipal code cleanup project affecting Title 2 (boards and commissions). The Nov. 17 agenda listed a South Broadway revitalization branding update, a 2026 rate-and-fees schedule update, and a supplemental 2025 budget request. The Dec. 1 agenda included a council reception, a student art calendar finalists recognition and a Colorado Department of Public Health and Environment (CDPHE) PFAS grant intergovernmental agreement.

Staff cautioned that some items remain in draft form or lack full details. For example, the Old Hamney utilities amendment was described as difficult to evaluate for consent placement without a contract dollar amount. City staff said one item — a professional services agreement for City Ditch Construction Services and a ground lease between Englewood McClellan Reservoir Foundation and Page West Acquisitions — may be delayed.

The mayor–manager meeting is a routine staff‑level check on upcoming council business rather than a decisionmaking session; no council votes were recorded at this meeting. Sean Lewis said, “We’ll start on October 20. We have community climate resiliency framework, Englewood Arts programming tool, Union Avenue re‑paving contract, motion to approve, motion approval to accept quick claim deed to abandon golf course right of way through Broken T,” during the agenda review.

The meeting also flagged intergovernmental and grant activity: an amendment to a Community Development Block Grant (CDBG) agreement with Arapahoe County, an IGA with local schools, and a proposed appropriation and budget for the South Platte Renewal project. Staff asked the clerk’s office to check scheduling and noted that some contracts will be returned at a later date if further work is needed.

Officials closed the Oct. 15 meeting after confirming calendar items and a few follow‑ups to staff. The meeting did not produce formal votes or final council decisions; each listed item will be considered at the date shown on the council agenda unless otherwise postponed.
