Leavenworth County commissioners voted to approve an agreement with the Unified Government of Wyandotte County, Kansas City, Kan., to formalize their role with the Wyandotte-Leavenworth Area Agency on Aging.
Connie, speaking for the Council on Aging, told commissioners the agreement formalizes a long-standing grant-administration relationship and specifies that the Unified Government will have the right to audit grant use but will not have oversight over county staffing or budget decisions. Connie said the county has been a subrecipient of grants administered through the Area Agency on Aging and that councils from each county recently decided to formalize the arrangement.
Commissioner Mike asked whether a new statutory requirement forced the formalization. Connie said the change was prompted by an audit the Unified Government underwent; as a result of that audit the Unified Government requested a written agreement. "So sort of a mandate from the state? Sort of. Yes," Mike summarized after the explanation.
A motion to approve the agreement was made, seconded and passed by voice vote; the chair called the vote with members responding “Aye.” Connie and staff will complete the contract paperwork.
Why it matters: The Area Agency on Aging coordinates and disburses grants for aging services; formalizing grant-administration relationships clarifies audit and financial-review responsibilities without transferring operating control of county services.
Next steps: Staff to finalize execution of the memorandum of understanding and continue grant administration as subrecipient under the terms of the agreement.
