Diego Preciado, who identified himself at the hearing as a representative of Lumina Lounge, said the venue had documentation showing a last call at about 1:30 a.m. on the night in question and provided security-camera images he said captured only a small group of people resolving payment issues. He said staff had held a VIP party to collect payment before allowing patrons to leave and that no drinks were served after 2 a.m.
A representative for the contracted security company (Commonwealth Secure) said his team’s protocol is to call last call at 1:30 a.m., clear patrons by 1:45 p.m. and have everyone out by 2 a.m. He said on the night under review security held VIP areas to confirm payment when cards declined; he denied that drinks were served after the legal cutoff and said staff remove bottles and cups before close.
Revere police officers present at the hearing described a report alleging patrons were still consuming alcoholic beverages after 2 a.m. and noted one photograph that appeared to show a person holding a cup while exiting. Commissioners said the report was concerning because the lounge had opened recently and the commission wanted to address compliance early in the business’s operation rather than wait until repeated violations accrued.
After hearing testimony from the licensee, the security contractor and Revere police, the commission declined to take immediate disciplinary action but voted to file the hearing record and monitor the lounge’s operations. Commissioners warned that further verified reports of serving past closing or underage drinking could prompt a license-review hearing and possible sanctions.
