Chautauqua County Public Facilities Committee approves budget amendments, leases and bond authorizations

Chautauqua County’s Public Facilities Committee on Oct. 15 approved a package of budget amendments, lease renewals, equipment standardization and bond authorizations covering public facilities, county law office build-out, several water districts and training and emergency services leases.
The actions, which the committee passed by voice vote, included small budget transfers to cover higher-than-expected personnel and benefit costs, amendments to lease space for the county health department in Jamestown, a request for additional funds to finish the County Law Department office at 95 East Chautauqua in Mayville, standardization and replacement of industrial water meters, and resolutions to authorize the future issuance of serial bonds for county capital projects.
The committee’s chair opened the meeting and moved through 13 agenda items largely without extended debate. Tim Khan, director of public facilities, explained a $3,500 amendment to the Department of Public Facilities engineering budget to cover higher-than-anticipated computer replacement costs and summer-intern lunch expenses. Chad Marks, deputy director of finance for public facilities, described a $250 amendment for the landfill household hazardous waste account to cover retirement and benefits costs that exceeded the estimate.
Jessica Wirsley, director of Environmental Health Services, presented an amendment to expand the Chautauqua County Health Department’s Jamestown office into adjacent space. Wirsley said the county previously authorized use of lead rental registry funds to support the Jamestown office and reported, “we have been able to hire all of the positions that we need for that program.” She told the committee the current grant funding will cover the lease through 2028 but not the full lease term ending in 2029; Wirsley said the department anticipates a state funding renewal closer to that end date.
County Attorney Anna Morgan and Sam Zafoto, deputy director of finance, described cost overruns on the build-out of the County Law Department office at 95 East Chautauqua in Mayville. Morgan said furniture — much of it custom-made to fit the building’s modified layout — is the largest unanticipated expense and that security upgrades are required because the office is off the main campus. "I would ask that you do not compromise when it comes to our safety and security," Morgan said. Morgan and finance staff reported higher-than-expected costs for door controls (now estimated in the low tens of thousands), an unestimated need for nine additional windows, and that camera-system estimates were still pending. Morgan said the county will avoid purchasing an expensive timeclock (Kronos) and instead log staff time on existing devices to save costs.
Emergency services staff and the principal account clerk renewed a 10-year lease (with options for three additional consecutive 10-year terms) for the Taylor Training Center at 240 Harrison Street in Jamestown, which county emergency services uses for live-fire training. The lease continues a longstanding arrangement; the committee noted the nominal payment structure (the fee under the agreement is recorded as $1) is unchanged.
The committee approved a standardization plan for Neptune-brand water meters in the North County Industrial Water District No. 1. Chad Marks and Pierre Shagnon, chairman of the legislature, said the district’s 17 industrial meters were past their useful life and reading inaccurately (tending to read low), and standardizing on the existing brand will avoid new software and equipment costs. Staff also presented related budget amendments for North County Industrial Water District No. 1 and the North Chautauqua County Water District to cover higher retirement/benefit expenses; the committee was told that improved meter reading had recovered some additional revenue for one district.
Kitty Crowe, director of finance, described three bond-authorizing resolutions the committee approved: $1,000,000 for county equipment purchases (heavy equipment for construction and maintenance), $1,224,675 for a new buildings and grounds maintenance building at the Mayville office complex (preconstruction meeting scheduled), and $7,226,730 for reconstruction and replacement work at the Falconer Department of Public Facilities transportation/highway facility. Crowe said actual bond issuance will be timed to the county’s cash-flow needs and to avoid borrowing more than necessary; projects are likely to be financed next year or later as work progresses.

Several members asked staff to take the experience of the Mayville law office fit-out into account when negotiating future leases and projecting build-out budgets. The meeting ended with a motion and second to adjourn.
