The Board of Trustees on Oct. 14 approved Resolution No. 67, authorizing the town to contract with SCJ Alliance to prepare an updated parks, recreation, trails and open‑space master plan.
Staff told trustees the town had accumulated background materials — including a recent recreation survey and trails analysis conducted for the comprehensive plan — but lacked an integrated, community‑driven master plan to guide investments for the next decade. The scope proposed by SCJ Alliance included significant public‑engagement hours, a strong project manager and deliverables staff judged most likely to produce a community plan tailored to local needs.
Funding: Staff said the current budget already contained $50,000 for the project, the town secured a $25,000 DOLA administrative grant, and another $25,000 was identified from available funds, bringing the project total to $100,000. Trustees discussed succession planning and staffing continuity at the firm; staff said those considerations were part of the selection review.
Vote: Trustees moved, seconded and adopted Resolution No. 67 approving the professional‑services agreement; the vote was recorded in favor with no opposition.
Ending: Staff will execute the contract, coordinate the public‑engagement schedule with advisory boards and return with a project kickoff timeline and community outreach plan.
