Green Bay panel delays appeal by Keith Bushey for residency at 1759 Shawano Avenue

The Green Bay Offender Residency Panel postponed consideration of an appeal from Keith Bushey to move to 1759 Shawano Avenue after the applicant failed to connect to the meeting and remains incarcerated until November 2025.

Panel members opened the meeting by approving the agenda and the minutes from the Sept. 17 meeting. The panel then moved to its regular business: the appeal of Keith Bushey. Panel staff told members Bushey had been invited to appear by Zoom but had not successfully connected and that attempts to reach him by phone were not successful.

Panel members discussed the connection problems and whether to wait for the applicant. One member said he had been on the phone with people trying to connect and that the video feed was “pixelated,” and others described repeated transfer problems when trying to reach corrections staff. The meeting record shows the panel learned Bushey is not scheduled for release until November 2025.

A board member moved to carry Bushey’s appeal to next month’s agenda. As the member explained, “He would just use the same appeal form since he's not scheduled to get released from prison till 11/25.” The motion was seconded and approved by voice vote.

No further action was taken on the appeal at the meeting. The panel adjourned after briefly checking for additional business.
