Council reviews redlined general plan amendments; no zoning changes proposed

Bluff Town Council reviewed a redlined draft of amendments to the town’s general plan during its Oct. 14 work session. Staff and planning commissioners summarized updates that incorporate a Bluff Airport overlay, add a required future land-use map, update current-condition text across plan elements and create separate enforcement and implementation sections.
Planning and zoning volunteers and consultants prepared the redline. The council heard that the amendments are intended to update a 2018/2019 plan to current conditions rather than to change existing zoning. Planning staff said the draft does not propose rezoning within the incorporated boundaries; instead any future zoning changes would be a separate process based on a future land-use map to be produced by planning and zoning.
Major changes identified by staff include: adding a future land-use map (a state-code-required element), expanded text in transportation (including active/nonmotorized transportation and a new section on the Bluff Airport tied to an airport overlay), a new conservation/agricultural section recommended by consultants, more detailed infrastructure and water content and separate enforcement and implementation chapters. Staff said appendices (future-state maps, transportation quadrant map, class C roads) remain incomplete and will be compiled before final adoption.
Council members and planning staff discussed water-rights language in the draft. One council member noted the state does not separately categorize “secondary” and other water rights as the draft did; staff asked for help from council members familiar with Bluff Water Works to update the water section with more precise legal and historical detail.
Planning staff reported that planning and zoning has prepared a preliminary future land-use map using meeting-room drawing tools and will provide a formal map in a presentable GIS or mapping format before the public hearing. The council emphasized the draft is not a vehicle for immediate rezoning; rather the map and policy language are intended to guide future decisions and must be reviewed at public hearing and later implementation steps.
Next steps: planning staff will circulate the draft map and revised text to council and post materials for public review. The council set a public hearing on the amended general plan for Oct. 28 and aims to complete adoption steps before the end of the year, after public comment and any required revisions.
