During consideration of the consent agenda, district business staff reviewed the consolidated application budgets for federal grants and told the Todd County School District 66-1 board that recent federal staffing actions could affect timing and access to funds.
The district explained the contents of the consolidated application: Title I allocations for disadvantaged students (initially broken out by school and eligible programs), Title II for teacher development and retention, Title IV for student wellness and safety (including funding for art and additional music and SRO contracts), and Title VI/IIndian education funds overseen in part by a parent committee. Staff said Johnson-O'Malley (JOM) funding remained under discussion and that the detailed JOM budget would be forthcoming.
Chief business staff told the board that Impact Aid staff at the U.S. Department of Education had been furloughed (the transcript used the term "furloughed"), leaving uncertainty about national-level management of those funds. "As of Friday night... special education at Department of Ed staff got terminated... Our biggest revenue generator for the school district lost every staff member with the exception of 3," staff said, describing national uncertainty and the need for coordinated advocacy to restore operations.
District staff said allocations within the consolidated application could be moved among schools to allocate carryover funds where needed but that some programs required school-based budgeting. No fiscal action beyond approving the consent agenda was taken; the consolidated application budget was presented as part of the consent agenda materials and staff recommended approval.
Board members approved the consent agenda during the meeting; staff indicated they would monitor federal developments and report back if funding timelines or amounts change.
