Rob Krieger, executive director of the Wyoming Energy Authority, and other energy stakeholders asked the Joint Corporations Committee to consider a comprehensive interim review of electricity challenges: large loads, third-party generation rules and certificated-service-territory integrity.
Krieger said the Energy Authority — a statutory entity created in recent years — can act as a neutral forum that works with industry, utilities and the Public Service Commission to develop frameworks and recommendations. He asked the committee to study ways to diversify and expand Wyoming’s energy economy by addressing transmission, generation and property-certification issues.
Commissioner Thrawn (title stated as commission chair in testimony) and Cindy Delancey, representing Wyoming Industrial Energy Consumers, also urged study of large loads and affordability, while Sean Taylor of the Wyoming Rural Electric Association recommended examining prescriptive easements and certificated-service-territory rules.
