Nate Smolinski, the statewide 9-1-1 coordinator and statewide interoperable coordinator, and Matt Johnson, chief of police in Torrington and manager of Goshen County’s public-safety answering point, told the committee the state should continue the NG9-1-1 planning begun in prior interims and examine funding, regionalization and consolidation options.
Smolinski asked for review and education on 9-1-1 systems and a look at transitional efficiencies as the state migrates to NG9-1-1. “Funding's gonna be a big item as well. We wanna explore different funding mechanisms that possibly could be available,” Smolinski said.
In response to a question about the last major funding change, Smolinski said the current statutory fee structure dates from 2019 and that not all counties adopted the full assessed fee; he said the last county to move to the 75¢ per-line fee did so in 2022. Local managers described a wide variance in modernization across Wyoming PSAPs and told the committee that smaller PSAPs face significant expense and technical challenges in achieving NG9-1-1 readiness.
Ending: The committee acknowledged the need to continue NG9-1-1 planning and indicated it would include the topic among interim candidates to be ranked.
