The Osborn Elementary District governing board voted to begin the process of moving district policy services away from the Arizona School Boards Association (ASBA) and into a trust model during the October meeting.
Board members said the decision is intended to reduce costs and access a different model for policy maintenance. One board member urged the governing board and staff to ensure “anything that’s uniquely Osborne” is preserved during the transition and requested explicit contract language that preserves the district’s locally adopted policies and ensures Osborne Education Association (OEA) participation in policy revisions.
An OEA representative had previously recommended inserting language into any transition contract or memorandum of understanding that would require mutual understanding with the union and adherence to the district’s meet‑and‑confer procedures; the union speaker also requested that board policies that allow employees to submit written call‑to‑the‑public comments remain available in an accessible form.
President Ramos said approved trust providers would work with district staff in a series of work sessions and that any policy changes would return to the board for review. The board then voted to begin the transition. The motion carried; the board recorded one abstention and no roll‑call tally was recorded on the meeting minutes.
Board members and the union agreed to continue discussions about contract provisions and timeline; staff said the trust provider would bring a proposed implementation schedule and draft language for review and that the district would use public work study sessions to consider any substantive policy changes.
