Village of Jackson budget committee approves road change orders, pay requests and subdivision credit releases

The Village of Jackson Budget and Finance Committee on Oct. 14, 2025 approved a series of construction change orders, contractor pay requests, reductions to subdivision letters of credit and a developer agreement amendment to advance local road and residential development work, the committee chair said during the meeting.
The approvals covered projects on Ridgeway Drive, Chestnut Court and Hickory Lane, and addressed letter-of-credit reductions for Morning Meadows phases and a cash substitution for Laurel Springs. Committee members made and seconded motions for each item; the committee approved all items presented, and there were no public comments during the meeting.
The committee first voted to approve the minutes of its Sept. 9, 2025 meeting and the September check register and treasurer’s report. Committee member Wells moved to recommend approval of the Sept. 9 minutes; the motion was seconded by Heckendorf and carried. Heckendorf moved approval of the September check register and treasurer’s report; Wells seconded and the motion carried.
The committee then approved construction change orders recommended by the Board of Public Works: change order No. 3 for the 2025 Ridgeway Drive and Chestnut Court reconstruction project to increase the contract by $22,047.75; change order No. 1 for the 2025 Hickory Lane reconstruction project for Vinton Construction to increase the contract by $39,952; and change order No. 2 for the Hickory Lane project for an increase of $5,950. Motions for these items were made and seconded and each motion carried.
The committee approved two contractor pay requests recommended by the Board of Public Works: pay request No. 5 for the 2025 Ridgeway Drive and Chestnut Court reconstruction project for Advanced Construction in the amount of $388,971.85, and pay request No. 3 for the 2025 Hickory Lane reconstruction project for Vinton Construction in the amount of $479,393.34. Both pay requests were moved and seconded and the committee approved them.
The committee approved proposed reductions to letters of credit for Morning Meadows Subdivision: a reduction for Phase 3 for HomePath Financial in the amount of $1,169,412, and a reduction for Phase 1 for HomePath Financial. The transcript contains inconsistent amounts for the Phase 1 reduction (both $30,912 and $30,009.12 appear); the committee’s motion for the Phase 1 reduction was made contingent on proof that the funds had been received. The motion carried.
The committee approved a developer agreement amendment and letter-of-credit exchange for Laurel Springs (listed in the packet as Laurel Springs edition number 1) for Belinski Homes. The motion authorized release of a letter of credit in the amount of $34,500 contingent upon Belinski Homes submitting an equivalent $34,500 in cash to be held in the depository account until outstanding work is completed and verified under the agreement. The item did not go to the Board of Public Works; it was brought to the committee with a memo in the meeting packet. The motion was moved and seconded and carried.
There were no requests from citizens or village staff to address the committee during the meeting. The committee adjourned after the agenda items were completed.
