The City Commission on Sept. 16 approved staff’s recommendation to interview three shortlisted respondents for RFP 25‑006, the lease and operation of Forest Lake Golf Club, and added specific pre-interview submission requirements for each shortlisted firm.
Procurement manager Joyce Tolbert and purchasing analyst Olina Stokic told commissioners that the city received six proposals and that the evaluation committee had recommended three finalists for interviews. Tolbert noted the commission has the final authority to determine which respondents will be interviewed and the duration and format of interviews.
Commission direction and requested materials After extended discussion among commissioners about the proposals’ variability and gaps in financial and capital planning information, the commission approved moving forward with interviews of the top three respondents as recommended by staff. Commissioners raised concerns about inconsistent financial assumptions among proposals and asked staff to require additional documentation in advance of interviews.
The commission adopted a second, related motion specifying the materials the shortlisted firms must submit prior to their interviews: - A one-page compensation, rent and revenue-share summary (apples-to-apples comparison) - Proof of funds (bank letter / liquidity/capital financing evidence) - A five‑year capital improvement plan describing planned investments, timing and expenditure estimates - A golf business growth plan or pro forma explaining rounds, operations and growth assumptions - A food and beverage (F&B) concept describing the proposed restaurant/amenity offering and how it would serve local residents (not just an example menu from another site)
Commissioners said the pre-interview information will let the commission evaluate proposals on a common basis and prepare standardized questions for the interview phase. Procurement staff said they will schedule interview dates and will provide each respondent 30 days’ notice and the requirements adopted by the commission.
Why it matters: The Forest Lake contract will determine who operates the municipal golf course and the long-term capital and operational approach for the course. Commissioners emphasized the need for proof of financial capacity, clear capital plans, and an approach that fits the city’s vision for the course rather than generic hospitality or development concepts.
Public comment and process notes Residents and course users at the meeting urged commissioners to choose an operator experienced in municipal golf operations and to be skeptical of marketing materials that prioritize outside amenities. Public comment urged caution and closer scrutiny of the proposals.
Next steps Staff will notify the shortlisted firms of the adopted interview package and schedule interviews; commissioners will convene special meeting(s) to conduct the interviews. After interviews and selection, staff will authorize lease negotiations and will return any negotiated lease to the commission for approval.
