The committee heard a presentation on an application to accept a $1,107,700 grant from the U.S. Department of Transportation's Reconnecting Communities Pilot Program to support planning, design and community engagement for a multi-use trail along Swan Creek intended to improve connectivity between the Junction neighborhood and downtown across the Interstate 75 corridor.
Simon Neek, the commissioner of grants and government affairs, said the award includes $176,400 proposed as a subaward to the Junction Coalition and that the administration seeks to waive the competitive-bidding process for that subaward because the organization was identified by name in the grant application as the neighborhood's representative and primary partner for community engagement. Neek said the grant carries a local match of $278,700; he said that match would be included in the city's proposed 2026 budget.
Neek described the project as the outcome of neighborhood planning efforts and said the goal is to improve mobility and accessibility for Junction residents across I-75. The administration requested the committee to advance the ordinance on consent; committee members took no substantive questions and advanced the item.
