Richmond City Council voted to grant easements to Dominion Energy Virginia for electricity generation, distribution and transmission work across three city-owned properties: Thomas B. Smith Community Center, Luxfield Community Center and Saint Mary's Hospital.
The clerk reported that Dominion Energy submitted the only bid for each easement. Administration staff recommended acceptance of the bids; the council then held public hearings and approved each ordinance separately.
The measures authorize the city to grant the franchise rights and easement interests necessary for the utility's work, subject to the right-of-way agreements described in the ordinances. Administration told council the bids were accompanied by performance bonds that satisfied statutory bonding requirements and that Dominion Energy stated it is qualified to perform the construction and maintenance.
Each ordinance passed on a recorded vote. Council members voted in the affirmative on the three separate motions to accept Dominion Energy's bids and adopt ordinances 2025-184, 2025-185 and 2025-186.
No members of the public testified in opposition during the public hearings for these items.
The city clerk and administration said the measures would permit the utility to proceed with planned electrical improvements at the named sites; the ordinances require the city to follow the terms of the executed right-of-way agreements and to confirm the applicant meets bonding and qualification requirements before work begins.
