Parks & Recreation shows capital needs: asbestos, HVAC, vehicles and playgrounds on the table

Parks & Recreation presented several capital requests the board must decide whether to fund in the coming year, including asbestos abatement and HVAC updates at older town-owned buildings, replacement and addition of transportation vehicles, and playground and field improvements.

Staff flagged an estimated large cost for asbestos removal and a $42,000 estimate for split-system air conditioning in a kitchen area; presenters said both are significant expenditures and asked for board guidance. The parks director also requested replacement turf and equipment items, a replacement work truck, and additional small storage sheds at parks. Recreation staff discussed adding a playground in the back of a park and purchasing kayaks and program equipment; several of those items were presented as potential grant candidates.

Transit and senior transportation were also discussed: staff asked whether older vans should be replaced or repaired and requested further investigation into vehicle condition and usage before committing to purchases. Board members suggested exploring grants and purchasing used program vehicles where possible.

Board members expressed concern about sinking significant money into aging facilities and suggested evaluating whether investment should be for retrofit/replacement or deferred if the town plans to relocate uses; they asked staff for more detailed cost estimates and engineering input before approving capital expenditures.
