Two members of the public spoke during the council/EDC joint session public‑comment period, raising concerns about the Seabrook Pier and transparency in committee processes.
Aaron Maguire, a Seabrook resident, said the pier is a waterfront asset that draws visitors and supports local businesses and asked why a demolition grant tied to the pier project was not pursued. Maguire said the pier now draws roughly half the revenue it did before recent hurricanes and told the council he believed the city missed a Texas Parks & Wildlife (TPW) grant opportunity because the city manager did not apply, citing a need for council action on the city funding portion. He said he thought council had approved the funding share in March and asked why “nothing was done.”
Jackie Rasco, a Seabrook resident, asked the council to record and livestream committee meetings, saying equipment exists in the meeting room and the remaining cost was the service provider. Rasco noted a motion to add livestreaming was previously tabled in August 2024 for budget reasons and asked the council to reintroduce it as a transparency measure. Rasco also asked the council to reconsider dissolving the hotel‑occupancy‑tax committee and to reappoint its prior members with clearer meeting procedures; she said the committee’s prior action exceeded its public‑notice scope and raised a potential Texas Open Meetings Act concern and asked the council to correct the action. Rasco additionally urged the council to select the most qualified applicant in a recent EDC appointment where the prior action had been corrected for a residency requirement.
Council did not take action on the comments during the public‑comment period. The meeting moved on to the Bayside Park presentation after the two speakers finished.
