The Manor Planning and Zoning Commission approved a concept plan amendment for the Manor Heights subdivision that adds phases 7 and 8, consisting of 256 lots on roughly 71.567 acres located northeast of the intersection of U.S. Highway 290 and Old Kemper Road in Manor, Texas. Commissioner Stetsland moved to approve the amendment and Commissioner Terry seconded; the motion passed after a voice vote.
The amendment was presented as a nondiscretionary item under the project’s existing development agreement. City staff said the filing adds the two phases as contemplated in the original development agreement and that future items related to the subdivision’s plats will follow. The commission closed the public hearing on the amendment before taking action.
Commissioners asked whether a pond shown in an earlier phase would count toward the development’s parkland acreage. Staff responded that parkland cannot include floodplain and that, in this case, the pond was treated as part of the overall acreage from the concept plan’s inception. Staff said the pond’s acreage is included in the overall acreage for phase 4 and that the City Council previously reviewed and accepted the arrangements for park/open-space expectations when the concept plan was first approved.
City staff emphasized the item was nondiscretionary — the commission’s role was to confirm the plan amendment meets the applicable procedural requirements. Staff also noted that subsequent plats, PUD amendments and technical reviews are required to finalize lot layouts, infrastructure and parkland improvements.
