Several Winter Garden residents raised flood and drainage concerns tied to the Lakeview Reserve development during public comment, and city staff said the city will investigate and remediate the issues and then seek recovery from the developer.
Daniel Johnson told the commission his yard, which backs to the new retention pond, is "standing in flooding water" after routine downpours and that the water "never goes away." Jerry Hall, who said he owns property at 220 West Story Road, described the same ongoing standing water and said the developer raised the new development about four feet higher than surrounding properties.
Hall urged the city to use existing easements or tie into the city's underground system to address runoff. The city manager responded that staff will remediate the problem and "then we will pursue, recovery from the developer to" (staff statement truncated in transcript), and asked residents to provide photos and survey stakes so staff can follow up.
Residents asked staff to examine whether developers altered grades in a way that pushes runoff onto neighboring yards and to pursue corrective action if city standards were not met. The commission directed staff to follow up with affected property owners and return with remedies and potential developer reimbursement.
