Why it matters: Jenkins Gym is a community facility used for recreation, classes and events; incomplete or poorly finished work has drawn community concern. Commissioners said they want visible progress and holdbacks until contractor work meets standards.
What staff reported: Facilities staff said core infrastructure work is done (roof, HVAC upgrades and fire suppression where cited) and that remaining items include gym-floor replacement quotes, accessible restroom build-outs and final security and fencing elements. Staff said quotes for gym-floor replacement varied (the project manager cited varying contractor quotes ranging from about $32,000 to $49,000 depending on scope) and that a perimeter fence quote had been estimated near $42,000; staff asked commission to consider an allocation in next year’s budget for a higher-quality fence and finishing work.
Commissioner concerns: Commissioners repeatedly requested stronger procurement follow-up and better contractor accountability, citing prior projects where cost estimates changed after work began. Commissioner Davis said she wants clearer standards and to avoid paying repeatedly for incomplete or low-quality work.
Next steps: Staff said punch-list items have been documented and will be enforced prior to final payments; staff also said the grant close-out and reallocation process is in progress to support remaining work and will be coordinated with the city’s project manager.
