Seabrook City Council voted unanimously to approve a series of routine and project items during its meeting on Aug. 19, 2025, including a software contract for permitting and code enforcement, a CPI-based sanitation rate adjustment, and funding for professional design on the East Meyer paving project.
The council approved a contract with Govwell for permitting, zoning and code enforcement software for FY 2025–26 with a first-year fee not to exceed $39,000 and an implementation plan to begin before budget appropriation. City staff said the existing building software is no longer supported and that Govwell would be a “night and day” improvement; Nick (staff) presented the item.
Council members also approved a Consumer Price Index adjustment to the city’s sanitation contract with Waste Management of Texas Inc., applying a calculated CPI of 3.71 and a net contract adjustment of 3.31 percent effective Oct. 1, 2025, consistent with section 9.01 of the existing five-year agreement.
