Council amends YAC resolution and related documents, defers selection of council liaison until second year

The Manor City Council voted to approve Resolution 2025‑23 amending earlier resolutions governing the Youth Advisory Commission (YAC) and to attach updated program documents, the application, a code of conduct and other exhibits. The vote to adopt the amended resolution was 6‑0.
Assistant City Attorney Veronica Rivera explained the updated resolution incorporates additional documents as exhibits — including the revised YAC program, bylaws, application form, officer duties, travel permission slips and the newly added code of conduct — so future amendments reference a single resolution and its exhibits. Rivera said the city manager will designate the staff liaison from the Administrative Office Department; the council will select a council liaison when the program enters its second year and when participants are selected.
Council members reviewed the red-lined documents, asked for additional time to review and ultimately approved the resolution at the meeting. Staff said the updated documents are intended to be living and will be reviewed annually.
