The Manor City Council approved a first amendment to a development agreement with Krantz Properties LLC for a 22‑acre tract in the city’s extraterritorial jurisdiction. The amendment allows the developer to proceed with a CLOMR (Conditional Letter of Map Revision) application to reclaim some floodplain area and grants the owner a five‑year extension of wastewater service commitments described in the original agreement.
City staff said in 2021 the city constructed a wastewater service line on the owner’s property in exchange for a commitment to provide wastewater service capacity for five years with an option for a second five‑year extension. Krantz requested an extension and asked permission to pursue CLOMR work to reclaim floodplain near a creek; city legal advised the CLOMR could be considered development under the existing agreement and would require an amendment. The first amendment, which staff recommended, permits the CLOMR application and extends the wastewater service commitment as requested.
Council approved the first amendment on a 6‑0 vote.
