KB Home representatives told the Manor City Council that construction at Mustang Valley is well under way and that the public-improvement-district (PID) assessment amounts and term will be lower than what homebuyers were originally told.
John Lohr of KB Home summarized progress on the Mustang Valley project: phase 1 construction and model homes are complete and occupied; Ventura Arbor Lane (also referenced as Anderson Road) and on-site utilities have been installed; the city park (including dog parks, trails, basketball court and playground) is complete and will be maintained by the homeowners association; and additional right-of-way dedication for Cameron Road is planned in a future phase.
Lohr said the PID assessment schedule will begin in 2026 and that the PID term will be 29 years (one year fewer than originally planned). He told council the total assessment per home “will not exceed $70,525.93,” and that the assessment amounts are lower than what buyers were shown while shopping. KB Home said it mailed updated PID notices to homebuyers, will hand-deliver copies to occupants, and will hold an in-person open house and a follow-up Zoom session for residents with questions.
Why this matters: changes to the PSAP (preliminary service-and-assessment plan) affect monthly/annual costs borne by homeowners and the schedule the city follows to levy assessments. Council approved the PSAP and set a public hearing for Oct. 15, 2025.
Council and staff questions focused on off-site connections and timing for Ventura Arbor Lane’s extension to FM 973. KB Home said it completed plans for the off-site extension and that right-of-way coordination with Manor ISD and adjacent property owners remains a pending step. City staff and consultants confirmed the PSAP includes updated bond pricing and assessment calculations.
Ending: The council voted to approve the preliminary service-and-assessment plan and call a public hearing on Oct. 15. KB Home said it will continue outreach, including hand-delivering mailings and hosting an open house to explain assessments to buyers and residents.
