The Manor City Council selected Hunt Development Group as the developer for the Manor Town Square project and authorized an exclusive negotiation agreement, directing the city manager to finalize and execute the negotiated agreement.
City staff described a competitive RFQ process that began in March and included site and facility tours of finalists. The recommended firm, Hunt Development Group, was presented as staff’s preferred selection following interviews and supplemental questions. Councilwoman Weir moved to select Hunt Development Group, and Councilman Moreno seconded; the motion passed.
Separately, the council approved a fourth amendment to an existing letter of intent to allow additional time for the city to finalize the precise parcel, site plan and related exhibits for the city-hall site. The amendment extends the timeline for acquiring approximately 8.43 acres from the master developer and authorizes the city manager to execute the finalized amendment; the motion passed unanimously.
Council also heard from Shenandoah Development Group’s representative and from Blake Ellis regarding a third amendment to a development agreement that would address conveyance timing for two tracts tied to an improvement area. The developer representative said one tract could be conveyed by month-end with a release of liens, and that the second tract likely could be conveyed within 18–24 months; council did not take final action on that conveyance arrangement at this meeting.
City staff said legal and the city manager are finalizing an exclusive negotiation agreement; remaining exhibits and budget items were described as near completion.
