The Manor City Council approved on first reading a rezoning ordinance to change a 5.565-acre parcel at 14305 East U.S. Highway 290 (TCAD Parcel 236976) from agricultural zoning to C-2, medium commercial, to accommodate a proposed medical office.
Michael Burrell, development services director, said the site is largely in the flood plain and that a medical office was the applicant’s preferred use because it is less constrained by requirements such as parking and impervious cover than other commercial uses.
Councilmember Wallace moved to approve the first reading of the rezoning ordinance; Councilwoman Masvara seconded. The motion passed (council recorded the vote as passed unanimously in the meeting record).
Because the specific use permit (SUP) for a 5,040-square-foot medical office depends on the rezoning, council members agreed to leave the public hearing open and to postpone final action on the SUP. Councilwoman Wallace moved to postpone the SUP; Councilman Moreno seconded. The SUP was postponed to the Sept. 3, 2025 council meeting.
City staff said the rezoning must be finalized before an SUP can be considered; if the rezoning ordinance is adopted on its final reading at a later meeting, the applicant may proceed with the SUP at the scheduled hearing.
