Board limits public-comment time, moves executive session and sets 45-minute cap for first closed session

The Teaneck Board of Education adopted several procedural changes to how meetings will run after extended debate at the Jan. 7 reorganization session.

Trustees moved the board’s executive session to occur immediately after the first public-comment session and then agreed to a 45-minute cap on that first executive session. The board also voted to limit total public-comment time to 30 minutes for meetings (covering both public-comment periods), with the option for the board to extend that limit by motion if circumstances warranted. The board attorney advised trustees that any changes that alter written board policies would require a follow-up amendment to those policies.

Trustees discussed the timing to balance staff and counsel availability for executive sessions with public access. Several trustees said they preferred keeping the superintendent’s report earlier in the agenda so the public hears administrative updates before turning to public comment. Others stressed that public comment should inform the board before it discusses personnel or legal matters in executive session, where allowable topics are limited by statute.

Board President (elected at the meeting) summarized priorities following the votes and thanked trustees for their trust. Trustees instructed staff and counsel to update policy language where needed to reflect the new practice and to provide clear, published meeting agendas so community members know when public comment will occur.

The motions to move the executive session, cap the initial closed session, and limit public-comment time were each adopted by roll call and recorded in the meeting minutes.
