The Public Safety Committee voted 6–0 to recommend that the City Council waive competitive bidding and approve a sole-source agreement with Constant Technologies, Inc. to design, construct and implement a Real Time Information Center (RTIC) in Overland Park.
Chief Jo Kirst and staff said the RTIC will be a centralized hub to collect and analyze integrated data streams, provide geospatial mapping and predictive analytics, and improve situational awareness and resource deployment across city departments. The presentation noted a $500,000 matching donation from a private partner (KwikTrip) that helped fund project startup work.
Staff told the committee Constant Technologies was selected because it provides turnkey solutions—custom furniture, fixtures, hardware, installation, training and 24/7 technical support with guaranteed on-site response within 48 hours if remote fixes are insufficient. Staff said the law department reviewed the sole-source waiver and recommended a direct agreement with the vendor rather than routing through a cooperative-purchasing intermediary; staff said they negotiated a roughly 4% discount through a direct contract.
Updated renderings showed operator desks and back-office workspaces intended to allow other city departments to operate as an emergency operations center (EOC) during major events. Staff said the project would enable interoperability with regional centers and said the target operational date was early April 2026 to support major events.
Committee member Mosher moved the recommendation to waive bids and approve the agreement in an amount not to exceed $1,145,000; a second was recorded and the committee approved the recommendation 6–0. Staff said initial facility preparation and vendor services were included in the total not-to-exceed figure. No individual vote-by-name was recorded in the transcript other than the committee tally.
