Commissioners approve proclamations, routine contracts and budget amendments; set schedule for thoroughfare plan follow‑up

Guadalupe County commissioners on Oct. 14 approved a range of routine consent and action items, including proclamations, contract authorizations, and budget amendments.

Proclamations: The court unanimously approved two proclamations by voice vote: designation of October 2025 as Domestic Violence Awareness and Prevention Month (documented summary: Thriving Hearts Crisis Center reported answering 1,182 crisis calls and providing 6,897 services from Sept. 2024 to Aug. 2025) and designation of October 2025 as National Manufacturing Month in Guadalupe County (county economic-development representatives noted that roughly 9,800 people are employed in manufacturing in the county, about 18% of total jobs).

Consent agenda: The court approved routine consent items including bill lists, the 2026 Willow County resolution for the Texas Indigent Defense Commission formula grant program, annual bid advertisements for concrete and asphalt materials, a reimbursement to the Guadalupe County U-Show for paving at the Seguin Fairgrounds funded by hotel-occupancy tax, renewal notices for retiree insurance plans, interlocal fire-protection agreements with the city of Cibolo and New Berlin Volunteer Fire Department, and acceptance of a modest clothing donation for juvenile services.

Action items and budget amendments: The court approved multiple action items by voice vote. Highlights include: • Authorization for four Guadalupe County Fire and Rescue employees to travel to Duncan, Oklahoma, to meet with a manufacturer about apparatus pricing and cooperative purchasing (travel authorized for procurement discussions). • Budget amendment 25-83: certification of additional Chapter 19 intergovernmental revenue from the Texas Comptroller. • Budget amendment 25-84: transfer of road-and-bridge small tools and fuel funds into controlled assets and capital outlay for purchase of a pressure washer and transmission repairs. • Budget amendment 25-85: establish a budget line for a TxDOT infrastructure grant for contract road maintenance (grant funds received in prior year). • Budget amendment 25-86: certify additional county court cost revenue and increase a language-access fund for interpreter/witness/trial expenses. • Budget amendment 26-1: change requested vehicle types in the FY26 sheriff's office budget from six Chevy Tahoes to six police-package pickup trucks (sheriff said trucks are cheaper and available sooner). • Approval of the capital projects fund bill list.

Votes and procedure: Most motions were moved and seconded as part of standard procedure; the court used voice votes for adoption and no recorded roll-call tallies were provided in the minutes. Where a mover was stated in the minutes the presiding officer or another commissioner made the motion and another commissioner seconded; the court confirmed approval by the customary "all those in favor, say aye" format and recorded no recorded opposition.

Executive session and personnel: The court recessed for executive session to discuss the duties and evaluations of the county engineer/project manager and the building maintenance director under Texas Government Code section 551.074; upon return the court reported no action taken.

Procedural scheduling: The court reiterated the comment period and work schedule for the major thoroughfare plan (see separate coverage). The Oct. 23 portal deadline for comments was confirmed by staff as the date through which comments would be compiled for contractor review. The court scheduled a follow-up discussion for Nov. 4 and indicated a working target to consider adoption later in December, subject to holidays and scheduling.
