Trustees and members of the public questioned whether the district should issue a request for proposals (RFP) instead of approving the single consultant, noting the contract exceeds the local threshold for competitive procurement and that multiple firms provide similar services. Trustee Jennifer said an RFP would increase transparency and allow the board to compare providers. Trustee Clara and Trustee Dr. Kirschenbaum expressed concern about the proposed engagement model's heavy committee structure and asked for confirmation that community stakeholders beyond school staff and parent leaders would be included.
Dr. Spencer, the superintendent, said trustees will be involved and that strategic planning typically begins with trustees setting vision and goals; he recommended using an outside professional to facilitate the process because the work requires specialized facilitation and substantial staff time beyond daily duties. He said the plan would include data collection from multiple stakeholder groups via surveys, focus groups and one-on-one conversations and that trustees would participate in the process. Trustees asked administration to clarify in the contract language that external community representation would be included in stakeholder outreach.
Opinions among trustees were mixed on procurement. Trustee Nadia supported allowing the superintendent discretion to select a vendor, while other trustees urged a 30-day RFP to assess providers that have led successful referendums or strategic plans in similar districts. Several trustees requested that the agreement explicitly list external community stakeholders to ensure broad representation.
No formal procurement vote was taken at the workshop; trustees indicated they expect additional discussion and possible amendments before formal action.
