The Newberg Planning Commission held a legislative public hearing on the city’s 2025 code maintenance package (Resolution 2025-400). Planning staff described the package as an annual update intended to improve code accuracy, readability and compliance, and to implement minor customer-service and operational improvements.
Staff told commissioners the package has been through two work sessions (July 10 and Aug. 14) and that the staff report incorporates guidance from those meetings. Staff also described two supplemental items for commissioner consideration: a clarification to sign review procedures and a typographical correction to front-yard setback language.
Under the sign-related amendment, staff proposes that many routine, dimension-compliant business signs be reviewed at the building permit or business license stage (where the building permit reviewer already checks zoning compliance), instead of through a redundant Type 1 land-use review. The staff presentation said the intended change is a process improvement for conventional signs. However, staff recommended retaining original art murals as a Type 1 land-use review because murals undergo public review and Arts Council involvement and include a community engagement component.
Staff also proposed a typographical correction to the front-yard setback section to insert the words "property line" after "abutting street" in the measurement standard so the code reads where a garage is placed less than 20 feet from an abutting street property line under this standard, comma (grammatical insertion for clarity).
A motion was made on the floor to recommend Planning Commission Resolution 2025-400, including the mural clarification and the property-line insertion correction. The motion was seconded. The public hearing was then closed. The transcript does not record a final roll-call vote on the commission’s recommendation to the City Council; the record shows the public hearing was closed and staff indicated they would accept a motion to recommend the package including the supplemental amendments. If the commission subsequently votes to recommend approval, the recommendation would be forwarded to the City Council for ordinance amendment action.
