Council places Loma Rica Ranch assessment on property tax roll for FY 2025–26

The Grass Valley City Council voted Tuesday to place the fiscal year 2025–26 assessment for the Loma Rica Ranch Landscaping and Lighting District on the Nevada County property tax roll.
City staff described the vote as the final administrative step in the annual process to collect the district—s landscaping and lighting assessments. Staff said the county requires specific standardized language in the resolution and standard form tax collection service contract language before the county will accept the assessments for roll placement.
"This is a short item. It's really an administrative item," a staff member said during the presentation. Staff added that the resolution mirrors prior districts approved by the council in June and is intended to provide the county the authority it requires to collect the assessment.
No members of the public addressed the council on the item in person; one virtual commenter, Matthew Coulter, made unrelated public remarks about dead trees and local air quality. Council member Arbuckle moved to place the assessment on the tax roll; a second was received and the council approved the motion by voice vote.
Placing the assessment on the tax roll enables Nevada County to collect assessments for the landscaping and lighting district through the property tax billing process, per county procedures described by staff. Council members did not request amendments to the resolution and took no additional direction of staff beyond the vote to place the assessment on the roll.
