West Elementary and other schools set NC STAR improvement plans; district to post summaries and hold public hearing

School leaders presented NC STAR improvement plans for West Elementary and district priorities after a year of mixed assessment results. The district will post executive summaries, accept public comment and hold a public meeting at the next board meeting; state submission deadlines were discussed.
School principals and district leaders briefed the Swain County Board of Education on NC STAR school-improvement plans and the district's priorities to recover student growth after a year in which some schools did not meet growth targets.
Lisa (West Elementary principal) summarized the school's targets and interventions. She said West did not meet growth this past year and emphasized targeted interventions, common formative assessments, and expanded use of specials teachers to push into core classrooms. Lisa described school actions such as phone-home communications to families, using a school psychologist to target interventions, and building common assessments so PLCs (professional learning communities) can identify shared gaps.
Tyler (administration) described high-school-level efforts including curriculum-mapping, career-connected learning and a two-year plan to create consistent course-level resources and assessments that align standards to post-secondary goals. District staff said they will expand use of diagnostic tools and formative assessments and will pilot technology (IXL) in math as a prescriptive/diagnostic intervention.
Public process and deadlines: The district will post executive summaries for identified schools (including East and West) and the district NC STAR plan so the public can review and provide feedback. Staff said they must submit required documents to the state by November 30 and plan a public meeting at the next board meeting for in-person comments; administrators will clarify whether the meeting is a formal public hearing with an opportunity for back-and-forth or a public-comment session limited to the NC STAR materials.
Board members asked for additional cross-department support and scheduled follow-up work sessions to examine diagnostic tools, check-ins and departmental data cycles so the board can evaluate readiness and support the November submission timetable.
