Placer County starts renewal process for North Lake Tahoe TBID, sets public hearing timeline

Placer County supervisors on Oct. 14 adopted a resolution of intent to begin proceedings to renew the North Lake Tahoe Tourism Business Improvement District (TBID) for a proposed 10-year term and set a public-meeting and hearing timeline.
Basics and boundary: The TBID, which began collections July 1, 2021, assesses lodging and tourism-related businesses within a defined North Lake Tahoe boundary (note: the TBID boundary differs from the county's TOT boundary and excludes Donner Summit). The TBID contains two zones: Zone 1 (Lake area) where lodging providers pay a 2% assessment on lodging and Zone 2 (outside the lake area) where lodging pays a 1% assessment; restaurants, retail and attractions pay separate, lower assessment rates.
Petition threshold and board action: The TBID owners' association (North Tahoe Community Alliance, doing business as the North Lake Tahoe Resort Association previously) conducted a petition drive seeking support from assessed businesses. At the time the agenda posted, owners representing 51.66% of assessments had signed the petition, clearing the statutory 50% support threshold. With that showing, the board adopted a resolution of intent to set the required noticing and to schedule public meetings; staff said more signatures had accumulated since posting and expected a higher support level by the final hearing.
Program priorities and partnership with county: Staff and NTCA representatives said TBID funds have been used to drive tourism marketing and that freeing up certain TOT funds has supported local housing, transportation and infrastructure projects. The county's CEO office said it will maintain active oversight, participate in grant review, and develop a revised advisory/contract relationship with the NTCA if the renewal proceeds.
Timeline: If the board proceeds, a required 45-day notice period will begin; staff expected the next public meeting before the Board on Nov. 18 (Tahoe meeting) and a final public hearing and decision on Dec. 9. If renewed, new assessments would begin July 1, 2026.
Next steps: The board adopted the resolution of intent and directed staff to conduct required noticing and return with a public hearing to consider renewal and the final Management District Plan.
