Placer County approves $9.68 million Axon contract for body cameras, evidence platform

Placer County supervisors voted 5-0 on Oct. 14 to approve a five-year, $9,683,755.71 agreement with Axon Enterprise Inc. to replace the county's current digital-evidence systems and expand body-worn camera, in-car video and Taser deployment across county law enforcement.

The contract covers 500 body-worn cameras, 132 in-car cameras, 400 tasers, the Axon Evidence cloud platform and associated storage and software, the sheriff's office said. The first-year payment is $1,838,770.46; the county approved a $1,000,000 budget amendment to cover initial costs out of the public safety fund.

Why it matters: Sheriff Wayne Wu and Capt. Dave Smith said the upgrade would deliver higher-quality video and audio, real-time location tracking for deputies, integrated evidence storage that speeds sharing with the district attorney's office, automated redaction tools and AI-assisted drafting features to reduce report-writing time and free deputies for patrol. The sheriff's office said the Axon package would also expand Taser availability and provide greater probe reach and aim options, which it described as a de-escalation tool.

What the board voted: Supervisor Jones moved approval; Supervisor Demetay seconded. Supervisors Demetay, Jones, Gustafson, Landon and Chair Gore recorded yes votes in a roll call. The sheriff's office will also evaluate budget options in future fiscal years and may use reserves to manage costs if other revenues are not identified.

County finance details: Staff said there is no additional impact to the general fund; the board approved an amendment to the sheriff's fiscal year 2025-26 budget increasing appropriations by $1,000,000 and offsetting that by a corresponding cancellation of public safety fund reserves. Subsequent-year payments will be considered in future budget recommendations.

County and law-enforcement context: Capt. Smith described time savings from automated upload and evidence transfer, plus integrated redaction and language-translation tools. The sheriff's office framed the change as a move from stand-alone systems to a single, shared platform used across local agencies and the district attorney's office.

What supporters said: Supervisors praised the expected officer-safety benefits and the potential to reduce litigation and speed public-records responses.

Next steps: The purchasing manager was authorized to sign the agreement and to execute amendments up to $100,000 with risk management and county counsel concurrence. Axon representatives attended the meeting to answer technical questions.
