Grand Haven City Council on Jan. 6 approved a design‑build contract with Lakewood Construction of Holland, Michigan, to provide design services for a new Department of Public Safety garage. City staff described the procurement as a design‑build approach in which the firm will prepare plans and technical specifications and later, if the parties proceed, provide a construction phase under a separate authorization. “We did receive eight bids for the design‑build contract and Lakewood Construction was the lowest verified qualified bidder, with a bid of $36,000,” Dana said. Staff emphasized the $36,000 is for the initial design/specification effort; a second phase and contract would be brought to council for construction funding once the final design and price are known.
Why it matters: The city previously sold an annex building and associated garage; council and staff said the city needs a replacement facility for equipment storage, maintenance and training. Approving the design phase moves the project forward while preserving council oversight of construction costs.
Council action: The resolution to award the design contract to Lakewood Construction was approved by roll call (Fritz — yes; Lowe — yes; Manetza — yes). Staff said they will work with the firm to align the final construction request with the capital plan budget before returning to council for construction authorization.
