Council approves contract to remove Harbor Island coal yard; tipping fees not included

The Grand Haven City Council on March 3 approved a contract with TL Contracting Inc. of Lansing to remove the remaining coal, mixed fill and contaminated material at Harbor Island, authorizing the mayor and city clerk to execute the necessary documents.
Assistant City Manager Dana told council the city had revised an earlier removal plan after consulting HDR and after obtaining approval from the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The revised plan allowed the city to stage drying and other measures to reduce disposal costs.
Four bids were received on February 12. HDR evaluated the submissions and recommended TL Contracting, the second-low bid, at a contract price of $673,303.10. Dana said the award covers the removal and hauling contract; it does not include landfill tipping fees, which remain uncertain. The Board of Light and Power (BLP) is assisting with aspects of the project, staff said.
Council discussion noted that the contract is one step in a long Harbor Island cleanup process. “This is one piece of the puzzle for Harbor Island,” a council member said. Staff described the selected approach as cost-saving because it includes an on-site dewatering/drying process before off-site disposal.
The motion to award the contract passed on a roll call vote. Council members also requested clarity on total project cost once tipping fees and other contract allowances are known. Staff and HDR are expected to continue oversight as work proceeds.
