Staff emphasized that the club does not have permission to alter leasehold improvements without the city’s approval and that the city could decline any proposed changes even if the grant is awarded.
Parks capital and operations: The parks advisory board re-elected its officers and recommended two riverfront projects — a shade structure and a Centennial Park playground replacement — for funding. River Action is reported to be working on a grant for dock replacement at Bridal/Bridal Island; staff noted potential new kayak-tour tenants that may use garage space behind the lodge at Credit Island.
Credit Island and tree work: Staff described ongoing tree removals and long-term plans to clear dense understory in places to improve river visibility for visitors driving the park loop; this is a multi-year effort as staff balance operations priorities.
Bike paths and e-bikes: Commissioners and staff reported citizen complaints about high-speed e-bikes and motorized cycles on trails. Staff noted the city recently adopted an e-bike ordinance that allows lower-speed categories on bike paths by manufacturer classification while higher-speed, motorcycle-like classes remain prohibited on paths. Staff said enforcement resources are limited and recommended education, signage and volunteer-based outreach as near-term responses; any formal enforcement program would need law-enforcement resources or ordinance changes.
Docks and volunteers: Staff noted River Action’s dock grant effort and that credit island dock repairs would benefit recreational access if funded; staff asked the commission to note the operational updates for future coordination.
