Board approves ordinance to consolidate coroner and public administrator offices with sheriff; changeover set for 2027
Summary

The Calaveras County Board of Supervisors voted unanimously to introduce, waive first reading and authorize summary publication of an ordinance consolidating the offices of sheriff, public administrator and coroner under the sheriff's office.
County administrative staff told the board the ordinance implements an earlier direction to combine the sheriff‑coroner and public administrator functions with the sheriff’s office. The administrative office said the board previously directed implementation of “option number 2” to consolidate those offices.
County counsel and staff clarified timing: like most ordinances, it becomes effective 30 days after formal adoption. However, the changeover will not be implemented until after the current elected public administrator’s term ends. Staff told the board the consolidation will occur in January 2027; the board cannot curtail an incumbent elected official’s term. If an incumbent were to leave office early, state practice would require appointment to fill the remainder of the term and the consolidation would then follow the schedule in the ordinance.
Supervisors asked staff to add explicit language clarifying the start date when the board brings the ordinance back for adoption. The board voted 5‑0 to introduce the ordinance and waive full reading; staff said they will include clearer language in the adoption materials.
During public comment a speaker asked that a specific effective start date be added; county staff responded and committed to clarify the effective date when the item returns for adoption. The board also discussed that transitional collaboration between the elected public administrator and sheriff’s staff is already underway and will continue during the period before formal consolidation.
No amendments to the proposed ordinance were adopted at the meeting; the board moved to adopt the introduction and summary publication and passed the motion 5‑0.
