Committee approves major sewer, culvert and water system contracts; generator and lead-line projects cleared

The Waukegan Public Works and Infrastructure Committee on July 21 approved several contracts and purchases for water, sewer and roadway infrastructure, including a $3,803,680.20 contract for culvert rehabilitations, a $1,264,333 award for lead service line replacement, a not-to-exceed $300,000 preapproval for emergency sewer repairs and purchases for pump and generator work.
The committee approved using motor fuel tax (MFT) funds for the construction portion of the 2025 culvert rehabilitation project (Jackson, Sheridan and County), awarding the work to Campanella and Sons Inc. for $3,803,680.20. Staff noted MFT-funded projects require submission to the Illinois Department of Transportation (IDOT) for approval; the project was included in the budget.
The committee also awarded a DCEO-funded lead service line replacement contract for Lewis Avenue to Joel Kennedy Constructing Corp. for a not-to-exceed amount of $1,264,333. Staff said the work covers Glen Lewis between Glen Flora and Grand and that street paving on the same segment may follow; members cautioned residents to expect construction impacts. One alderman noted reports of standing water in low spots near properties on that street and asked that replacement include attention to drainage where possible.
For sewer emergencies, the committee gave preapproval to Campanella and Sons for emergency sewer repairs under a good-faith waiver up to $300,000; those repairs will still be performed on an as-needed basis and reported back to the committee. The motion was described as a standing preapproval to expedite emergency responses.
The committee approved purchase of a replacement generator for Lift Station No. 2 from Rush Power Systems LLC for a not-to-exceed amount of $74,989 under a good-faith waiver, with staff noting the existing generator is in extremely poor condition and that the manufacturer’s lead time is about 30 weeks. The committee also approved a design–build services agreement (VFD improvements for high-service pump No. 5) with Baxter & Woodman/Boller Construction for up to $794,000 to provide new variable-frequency drives so pumps operate independently.
All motions were approved on roll-call votes during the meeting.
