Short-term rental compliance at 99.5%; county working to speed business-license process and pursue online notary

Glynn County licensing and compliance staff reported a significant rise in short-term rental registration compliance and described efforts to shorten business-license turnaround times and replace paper notarizations.
Christie Kinstle, director of licensing and compliance, said short-term rental compliance reached 99.5% and that compliance staff used software to scrape advertising platforms and identify unregistered listings for follow-up by code enforcement. Kinstle said the county started the year with a lower compliance rate and has steadily improved by contacting property managers and individual owners.
"Our goal was to achieve 90 compliance with short term rentals, and as of last night, we're at 99 and a half percent," Kinstle said.
On business licensing, Kinstle said the county moved licensing and permitting to OpenGov and has reduced the time to issue a new business license from about 30 days to roughly 15 days; the county’s objective is to reach a 10-day turnaround. She said the county currently still requires two pieces of notarized paperwork annually, as state rules require notarized affidavits, and staff are working with state Sen. Hodges to enable online notarization if the legislature allows it.
Kinstle also noted the county’s communications to business owners has included ads, email and mailings to those who had not renewed, and that the county processed 2,652 renewals and 160 new licenses in the calendar year to date.
