Procurement staff boost outreach, OpenGov vendor sign-ups to increase bid competition

Glynn County’s procurement office outlined steps to increase competition on solicitations, citing outreach, a planned quarterly project newsletter and expanded vendor sign-ups through OpenGov.
Resin Talbert, director of capital development and procurement, said the county’s primary procurement measure is to obtain three or more bids on 90% of competitively solicited projects. Talbert described plans for more proactive contractor outreach and a quarterly newsletter listing upcoming projects to improve visibility.
"OpenGov is very user friendly. I think that's helped some of the visibility on the bids we're putting out there," Talbert said, and noted that the county has consistently added about five new vendors to OpenGov each month and may raise that target because it has been easy to meet.
Talbert also addressed local participation and bonding. He said the county has not required bonding beyond what law requires and that for construction projects over $100,000, state law requires bonding. For procurements under $50,000, departments seek three quotes and departments are currently instructed to give a local vendor the opportunity to match the lowest quote; if the local vendor matches, the county may award to the local vendor.
Talbert said the procurement team will consider ordinance revisions to further support local participation while following statutory requirements.
