Glynn County launches Paycom payroll system; finance aims to cut payroll errors and expand ACH vendor payments

Glynn County’s finance and human-resources teams reported progress on payroll, accounts-payable automation and daily posting of incoming funds during the county’s Quarterly Enterprise Review.
Judy Dennegan, director of finance, said the county launched Paycom on Aug. 11 to streamline payroll and reduce recurring errors that have required correction checks. Dennegan said the county has not yet achieved any payroll cycle in 2024 without an error but hopes the new system will make a single error-free payroll achievable this year.
"It is going to streamline the payroll process and put a lot of the responsibility on the employees to make sure, through a payroll app on their phone that their time has been input correctly," Dennegan said. She added the new system will propagate pay-rate changes throughout the system so a change does not need to be made in “10, 12, 15 different places.”
The finance department also reported work to move vendor payments to ACH. Dennegan said about 10–12% of vendors already receive ACH payments and the county’s goal is to reach 30% in 2024 and 50% in 2025. The county has set up the vendor self-service portal in Munis and plans to use OpenGov outreach and surveys to encourage vendor sign-ups.
On cash posting, Dennegan said the county posts about 96.5% of incoming wire and ACH payments to the general ledger within 48 hours and aims to post 90% within five business days. She described that posting as a manual process that sometimes requires staff to identify senders when state agencies do not include detailed remittance information.
