The City of South Fulton Planning Commission voted 7‑0 on Aug. 20 to recommend approval of a rezoning (Z25‑014) that would allow development of 121 single‑family detached homes on about 46.67 acres near the intersection of Union Road and Old Fairburn Road.
Staff told commissioners the request would rezone the site from Suburban Single‑Family (SFS) in the Clifton Overlay District to Community Unit Plan (CUP) to allow a residential subdivision. Staff recommended approval.
Applicant Michelle Battle of Battle Law, representing the developer, described an updated site plan that preserves stream buffers, adds a second entrance requested by the neighboring Stonewall Manor community, and proposes amenities including a pool, cabana, pool house and two tot‑lots. Battle said the proposed density is about 2.47 units per acre for an average lot size near 7,000 square feet; minimum lots are shown at 4,000 square feet. She told the commission homes will include a first‑floor bedroom and full bath to support multigenerational living, sidewalks on both sides of streets, two‑car garages and a mandatory homeowners association with recorded covenants enforced by the HOA and the city.
Commissioners approved staff’s findings of fact by roll call and then voted to recommend approval of Z25‑014 “with the included proposed conditions stated by the applicant.” The recommendation will go to the City Council public hearing and meeting on Sept. 23.
Supporters of the project attended the hearing; no opposition cards were recorded for this item. The commission’s recommendation is advisory; City Council will take the final action.
Planning staff and the applicant said revisions were made after initial review to protect stream buffers and respond to neighborhood requests for additional access and amenities. The developer committed to recorded HOA covenants and has indicated willingness to include rental limits if the council requires them.
The commission’s vote was unanimous. The item will appear before City Council on Sept. 23 for a final decision.
