Roscoe staff: Love Road, Willowbrook remain unfunded; pedestrian-bridge design needs bat assessment

Roscoe — At its Nov. 19 meeting village staff updated the Roscoe Village Board on three major design projects and a pedestrian-bridge effort.

Brandon, a village staff member, said design plans for the Love Road and Willowbrook Road projects were completed and submitted to IDOT, the Tollway and Winnebago County in June but remain unfunded. He said reviews by those agencies are pending and comments, when received, will be addressed by the village’s project management team.

"Both the Love Road and the Willowbrook Road project, the plans are complete and have been submitted to IDOT, the Tollway, Winnebago County... but they are unfunded projects currently," Brandon said.

Separately, staff said Main Street reconstruction plans are on hold while the village completes a planning process to determine the future Main Street vision; updates to plan sets will follow the planning outcome.

Brandon also said pedestrian-bridge design work is advancing. A hydraulic (water) study has been submitted and is under review. He said the village will need to complete a bridge bat assessment for the existing structure because the proposed pedestrian-bridge location is close to the existing bridge and environmental clearance requires demonstrating the absence of bat habitat.

A trustee asked whether an updated bat study would be required; Brandon said an environmental professional would handle that determination and he would provide follow-up information to the board.
