Summary
The board discussed the city’s Local Coastal Program update and directed staff to follow up with the City of Arcata and the California Coastal Commission to ensure the district’s letter and concerns about response capacity are included in future planning packets.
The board discussed the City of Arcata's Local Coastal Program (LCP) update and a letter the district drafted and sent to the City of Arcata, the Arcata Planning Commission, and the California Coastal Commission expressing concerns about the district's capacity to respond to incidents in the coastal zone.
Staff and directors recounted meetings with Coastal Commission staff and said the commission staff indicated an iterative review process: when the commission finds elements it cannot accept, it will notify the city and the city typically revises its submission before the commission makes a final acceptance decision. Staff said Coastal Commission staff were surprised the city had advanced elements without clear provision for district capacity and appreciated receiving the district's materials.
The board noted the Arcata Planning Commission and City Council timelines; staff reported the Arcata Planning Commission deferred consideration and the Arcata City Council had the item on its Oct. 15 agenda. Staff later said the city has moved the item to Feb. 17 for further review, giving the district more time to follow up. Directors asked staff to confirm the district's letter is included in the planning packet and to contact the city manager and planning staff if necessary to ensure the district's concerns are part of the administrative record.
Several directors recommended following up with the Coastal Commission staff to confirm receipt of the district's letter and to monitor the iterative review process; the board directed staff to pursue those contacts and to ask for the district's letter to be included in packets for future hearings so that it is part of the record during any workshops or study sessions that occur before final action.
No formal motion or vote was recorded; the board provided direction to staff to follow up and to report back as appropriate.
